Is the surface free of contamination? IE: oil, grease, fingerprints, dirt, silicon fluids, etc.(Required)
The best way to test this is to run water across the surface. On a perfectly clean glass surface the water will spread evenly. If the water dissipates from a certain area then it needs further cleaning.
